According to the architectural features, the transition of ruling power was revealed. For example, the Governor's Office was used as the Headquarters. A Japanese engineer was invited to construct a Japanese-style tower to link two buildings in the Office. The authorities also invited a Japanese gardener to decide the Office and Japanese roof pottery was added to top off the edifice.

The erection of Japanese War Memorial was to memorize the Japanese war heroes during their invasion of Hong Kong. On December 8, 1942, Lieutenant General Rensuke Isogai hosted the foundation ceremony. The monument was located in Mount Cameron. It would become the highest among the same kind of buildings in South China.
