Industries in Hong Kong began to develop in the late 1950s. Similar to many developing countries, the industrial sector in Hong Kong at that time was quite ignorant about industrial safety. The vigorous campaigns subsequently launched by the government to improve industrial safety indicated that Hong Kong was undergoing gradual structural changes and moving towards an industry-based society.
